Costs start to increase further west; Binghamton residents are charged only $57 less than those living in Rockland County. In upstate New York, Rochester is slightly more expensive, at about $26 more. Costs in Elmira, which is toward the center of the state, are $470 higher, or $5,624 per month. Watertown, the northernmost city in the state, charges a monthly rate of $6,034, which is $880 more expensive. Finally, seniors in Ithaca can expect to pay the highest rate in the state at $13,500 per month, whereas those who live in Rockland County will pay $8,364 less.
