In addition, local law prevents utilities from shutting off service for those aged 65 and over between November 15 to March 15.
Home Modification Loan Program(978) 654-574117 Kirk Street, Lowel, MA 01852This loan program, which is operated by Community Teamwork, gives seniors the funding they need to make accessibility and safety modifications so they can remain independent in their own homes. Loan amounts are between $1,000 and $50,000, depending on the income of the applicant. This is a 0% deferred payment loan that the homeowner can use to hire contractors of their choice. Unfortunately, there are no reimbursements available for already completed work. 
Elderly Statutory Exemption(978)-620-3190200 Common Street, Lawrence, MA 01840The city of Lawrence offers a modest homestead exemption for low-income seniors. To be eligible, at least one owner must be aged 70 or over, and the residents can’t have an income of more than $13,000 if they are single, and  $15,000 if they are married. The entire value of the owner’s estate, excluding property value, cannot exceed $28,000. Applications must be submitted with proof of income and residency to the city’s assessor’s office. The exemption is worth $500 per year.
