The Antonia Manor was an expiring-use Section 8 building acquired by TNDC in December 2000 with the San Francisco Redevelopment Agency under its “Preservation” program to preserve the affordability of the property’s 134 units. Financing was through tax-exempt bonds, as issued by the Redevelopment Agency along with a letter of credit from Citibank, and 4% Low-Income Housing Tax Credits. The majority of the residents in this 100% Section 8 building are seniors and the other residents are non-senior persons with disabilities. The building received an upgrade to all its major systems including electrical, heating and ventilation, plumbing, and its two elevators, as well as significant structural improvements. The units received a “kitchenette” that includes a sink, refrigerator, microwave and storage cabinets. TNDC provides a social worker and activities coordinator to support the resident population.

St. Andrew’s Manor is a six-story, 60-unit development for seniors 62 and older in the City of Oakland. The project has been owned and operated by SAHA since 1972. The property’s rehabilitation will include unit rehabs, accessibility upgrades, a new second elevator and upgrades to the existing elevator. The property will also incorporate many new eco-friendly features into the building design. This rehabilitation ensures low-income elderly residents a more comfortable home while preserving the depth of affordability that St. Andrew’s provides its residents.

The 20,000 square foot site consists of two 4-story buildings around a mid-block courtyard. Amenity spaces — a large multi-purpose community room with kitchen, a physical therapy room, a library, and a community garden — were located on circulation routes. This arrangement encourages seniors to come out of their units and participate in the social life of the building. Laundry facilities and a parking garage are also found on the premises. O’Farrell Towers, a 12-story building located in the Tenderloin neighborhood at 477 O’Farrell Street, was acquired from Citizens Housing Corporation in 2010. The property contains 101 one-bedroom apartments for low-income seniors and ground floor commercial space that is leased to the San Francisco Senior Center. The proposed project consists of a $12.4 million rehabilitation to address water intrusion issues, upgrade building systems and reconfigure ground floor space to better serve residents and building staff. While the primary purpose of the rehabilitation is mitigation of water intrusion issues we also intend to repair and replace building systems at the end of their useful life, improve accessibility, and reconfigure the ground floor community spaces and offices. Increased energy efficiency and green building methods are also priorities. The total estimated development cost is approximately $56 million. Anticipated funding sources include tax-exempt bonds, 4% tax credits, and a seller carry back loan.
