Delaware does not provide home health care financial assistance directly, but individuals eligible for Delaware Medicaid may qualify for long-term care at home as long as they are financially eligible and meet certain criteria. Additionally, those eligible for the Elderly & Disabled (E&D) program may qualify for limited home health care financial assistance. This program, provided by the state’s Medicaid program, provides care to individuals with a disability or illness to allow them to continue living independently. This program allows for certain services to be provided in the home for residents requiring nursing home level care who do not wish to move into a care home.
How to Qualify for Long-Term Care Medicaid Coverage
To qualify for long-term care under Medicaid, individuals must need skilled or intermediate levels of care according to Delaware Medicaid criteria. They must also meet the financial eligibility requirements and complete an interview with a social worker. If the individual meets all necessary criteria, the social worker then sets a start date and helps them hire a carer.
What Does the Elderly and Disabled Program Cover?
The E&D waiver covers a range of services, equipment and care. Recipients may receive adult day services, case management, medical equipment and supplies, personal care and respite care provided in-home.
The Personal Care program is part of Delaware’s Elderly & Disabled Waiver program. All applicants must be in medical need of skilled or intermediate care and must be financially eligible for community-based long-term care services. Additionally, Delaware has expanded personal care service options, allowing individuals to choose from assistance from a home health agency, personal assistant agency or personal care attendant.
