Does Louisiana Pay For In-home Care?

Louisiana does pay for in-home care under certain circumstances. The state funds in-home care through several Medicaid waiver programs, although it doesn’t cover 24/7 support. These programs are:

  • Community Choices Waiver
  • Long-Term Personal Care Services
  • Program for All-Inclusive Care for the Elderly

You’ll need to meet the eligibility criteria for Medicaid to enroll in Louisiana’s in-home care programs. CCW and L-T PCS enrollees must require a nursing facility level of care, while PACE enrollees must be state-certified as requiring the level of care usually delivered in a care home. You may also be eligible for the Adult Day Health Care Waiver if you need services while attending an adult day health center.

In-Home Care Services Covered by the CCW

The CCW covers adults over 21 with certain disabilities. It usually pays for in-home personal assistance services for essential acts of daily living, such as bathing and preparing meals. CCW enrollees may also be eligible for supportive services while transitioning from living in a care home to living at home.

Other services covered by Louisiana’s CCW may include:

  • Health and social services delivered by a local care center
  • Certain home modifications
  • Therapies to restore or maintain functional abilities, such as occupational or physical therapy
  • Meal deliveries
  • Nursing care
  • Respite services for caregivers
  • Housing services
  • Assistive devices
  • Medical supplies

In-Home Care Services Covered by L-T PCS

Louisiana’s L-T PCS pays for support with essential acts of daily living for adults aged 21 or older. For example, enrollees can receive support with eating, dressing and using the bathroom. The program may fund services to help enrollees manage their medical appointments and remember to take their medication.

L-T PCS also covers essential household tasks, such as shopping, laundry and light cleaning. However, it won’t pay for support with nonessential tasks, such as laundry or shopping for family members not enrolled in the program. It doesn’t pay for nursing care, companionship or other services unrelated to daily living.

In-Home Care Services Covered by PACE

Louisiana’s PACE program covers preventative, health and care services necessary to help eligible adults over 55 continue living at home. It replaces coverage for in-home care via Medicare and Medicaid. Enrollees receive services at a local PACE center, and the program covers their transportation between the centers and their homes. Therefore, you can only enroll if you live in a PACE service area.

PACE covers a broad range of services, which may include the following:

  • Personal care
  • Assistive devices
  • Services to restore functional abilities, such as speech and occupational therapy
  • Respite services
  • Caregiver education
  • Recreational services
  • Nutritional services
  • Transportation
