Does Georgia Pay for Home Health Care?

Rachel Lustbader is a writer and editor with a background in healthcare and technology. Her work has been published on websites including HealthCare.com, BiteSizeBio.com, BetterHelp.com, Caring.com, and PayingforSeniorCare.com. She studied health science and public health at Boston University.

Both of Rachel’s grandmothers had very positive experiences in senior living communities, and Rachel saw firsthand the impact that kind, committed caregivers and community managers can have on seniors’ and their family members’ lives. With her work at Caring, Rachel hopes to help other families find communities, caregivers, and at-home products that benefit elderly loved ones and make life less stressful for family caregivers

The state of Georgia helps seniors pay for the cost of home health care through the Community Care Services Program and the Service Options Using Resources in a Community Environment waiver. Both the CCSP and SOURCE operate under the state Medicaid Elderly and Disabled 1915c waiver and help seniors age in place for as long as possible while receiving required medical assistance.

What Do CCSP and the SOURCE Waivers Cover?

The CCSP and SOURCE waivers cover a wide range of services in a senior’s home or within the community to help delay entry into a nursing home. The SOURCE waiver covers only home health care services that are medically necessary, such as skilled nursing and 24-hour medical care. The CCSP waiver covers help with personal care, including shopping, companionship, bathing, medication management and mobility. Other covered services may include:

  • Case management
  • Skilled nursing
  • Home-delivered meals
  • Speech, physical and occupational therapy
  • Emergency response services
  • Adult day health care
  • Financial management

Who Qualifies for the Georgia CCSP and SOURCE Waivers?

To qualify for the CCSP and SOURCE waivers, seniors must be at least 65 years of age or have a permanent disability that’s verifiable by a physician. They must also require help with at least two personal care activities and require a nursing home level of care but choose to receive services within their own homes or community. Seniors may only apply for and participate in one waiver program at a time.
